Dreamweaver 8 introduced background file activity, so the dialog is no longer always on top. On a Mac, you can find the window by right-clicking (crtl-clicking) on the dreamweaver icon in the dock and selecting "Background File Activity..." On a PC the "Background File Activity..." dialog should show up in the taskbar somewhere.
